As of the May 6, 2016 update the required essences to purchase this island were changed (and level requirement reduced from 20 to 19):

With the release of the new islands (Desert Archipelago) on September 16, 2015 (Android and iOS), this island has now become the 5th island available (previously it was the 4th and last island - which is the state of the FB game since it still lacks all of the major updates). This update also came with much harder obstacles to clear.
